Backbone Team

Dr. Kim Morrison

Executive Lead

Kim has extensive experience in the health-care sector, as a family physician, an Associate Professor in Queen's Department of Family Medicine and Chief of Staff at the Lennox and Addington County General Hospital. As a primary care provider in hospital and academic leadership roles, she develops positive working relationships across sectors and community settings.

She has always believed strongly in teams and collaboration.  Leading the FLA OHT presents Kim with an exciting opportunity to work together with community members and health-care partners on transforming our health-care system building on a solid foundation in primary care.

Deep compassion, optimistic enthusiasm, excellent communication skills and a profound willingness to listen are leadership skills she believes are essential to success building a more efficient, integrated and equitable health and wellness system.

Outside of work, Kim loves to travel, especially to places surrounded by water and beautiful sunsets.

Connor Kemp 

Performance and Evaluation Lead

Connor brings to his role personal and family encounters with the health-care system, alongside a strong commitment to data-driven approaches. Connor’s grandmother recently experienced a fall resulting in a broken hip. His firsthand experience navigating the system during his grandmother’s injury underscores the significance of the OHT’s work.  

“The opportunity to work in a region with diverse and talented health system participants, all working towards the common goal of establishing an inclusive Health Home for everyone is very exciting,” says Connor. 

Connor is supporting the evaluation of the Health Home mission to ensure that new concepts successfully improve access, experience, and all aspects of the Quintuple Aim for people with diverse health needs. 

Outside of work, Connor enjoys running, landscaping, and exploring the history of our local area and surrounding small towns.

Liz Garfin

Strategic Implementation Lead

Liz is a collaborative and purpose-driven leader, with a passion for improving health care quality and experience. Drawing on two decades of experience driving health care transformation and strategy in the public sector, she has worked extensively leading policy, program development, execution and evaluation.

Liz is currently engaged with the FLA OHT supporting strategic planning and implementation of the Health Home vision.

“Improving health equity and access to health and care services are my driving passions. Every day with FLA OHT, I am inspired to explore innovative ways to advance our Health Home vision and enhance wellness within our community,” says Liz.

As a new-ish resident of the region, Liz loves discovering the local hiking trails and vibrant communities. These adventures keep her energized and connected to the area she now calls home.

Marie Bartlett

Communication & Engagement Lead

Marie Bartlett is a passionate communicator with 20 years of experience leading strategic communications and engagement in the public, non-profit, and private sectors. She has worked with the municipalities of Vancouver and Kingston and CBC Radio in creative, collaborative and results-driven environments - always ensuring that people’s voices and needs are at the heart of change. She’s excited to connect and work together to strengthen community health and wellness!

As the Communications and Engagement Lead for the FLA OHT, Marie leads the communication and engagement strategies bringing her enthusiasm for collaboration, working alongside diverse community members to co-design solutions that improve health and well-being.

“For me, communication is about more than just sharing information—it’s about building relationships, listening to different perspectives, and creating meaningful change together.”

When she’s not working, you’ll likely find Marie by the water - swimming with her kids or sailing on Lake Ontario.

Ali Somers

Digital Health Lead

Ali has played a pivotal role in advancing digital health initiatives for the FLA OHT since 2021. She obtained a bachelor’s degree in economics and psychology from Queen’s University, and moved forward to spearhead strategic planning, healthcare navigation design, and collaborative quality improvement initiatives that bridge primary care and cross-sectoral partners. Ali is passionate about leveraging digital tools to enhance patient care and fostering collaboration in the transformation of health-care delivery.

"At its core the FLA OHT is about connection and seeing the commitment from our partners and community to come together to improve healthcare has been the biggest motivator."

Ali continues to work directly with our partners and Ontario Health to inform digital health strategies in line with the Health Home mission, while supporting local change management and adoption of new tools for people and providers. 

Outside of work, Ali enjoys travelling, yoga, reading, and hosting dinner parties.

Suzanne Pashley

Data Analyst

Suzanne brings experience from her previous role at Public Health Ontario, where she analyzed health data to support population health assessments and reports, to her role with the FLA OHT.

“I’m passionate about how data can be used to drive positive change in healthcare, especially when it comes to ensuring that care is accessible and equitable for all,” says Suzanne.

“FLA OHT’s mission to create a people-centred health home aligns with my belief that data-driven insights are essential to improving health outcomes for individuals and communities.”

In her role, Suzanne is focused on analyzing data to support FLA OHT’s efforts to enhance the quality and accessibility of care for the diverse populations in Frontenac, Lennox & Addington counties.

Outside of work, Suzanne enjoys spending quality time with family and friends. She loves hiking, exploring new restaurants, and taking weekend trips.

Shams Lakhani

Project Lead, Implementation and Change Management

Shams brings to his FLA OHT role extensive experience as a multi-lingual, professional, healthcare leader of large teams supporting health care projects and programs in collaboration with multiple stakeholders.

As the FLA OHT moves forward with numerous projects across the region, Shams applies his proficiency in managing projects and events - including planning, implementing, tracking, reporting and providing logistics support. His great enthusiasm, expertise and collaborative skills in many realms – such as research, strategic planning, risk assessment, research, policy development, compliance monitoring, healthcare regulations, health promotion, performance metrics, change management, knowledge translation, quality improvement, and training - are invaluable to the OHT’s journey supporting people to achieve their best health.

Outside of work, Shams has a passion for travel, motorbike riding, volunteering to help with seniors, fundraising and operations of orphanages in 3rd world countries.

Dendra Hillier

Project Manager, Integrated Care Pathways for Chronic Disease

Dendra draws on 7 years of experience leading research projects across Ontario, ensuring projects delivered high-quality data and were grounded in equity and ethics. She is curious and passionate about all things science.

Dendra appreciates the power of interdisciplinary teams and with the FLA OHT works closely with providers from across the region to help transform the care of those living with certain chronic diseases. She has witnessed great collaboration across primary, acute and community care sectors, and is energized by supporting these teams to work together.

Dendra also connects on a personal level with the mission of building people-centered Health Homes with team-based care. She understands first-hand how this model of healthcare, which can connect people at critical junctures to allied health professionals, can positively affect someone's life trajectory.

Outside of work, Dendra enjoys hiking, camping, curling, and line dancing.

Jonatan Bobadilla Maldonado

Home Care Project Lead

Jonatan brings to his role experience in clinical work, quality management and health project development, with a focus on primary healthcare. He is supporting the FLA OHT mission of building People-Centred Health Homes by integrating home care services through the Home Care project and supporting the Chronic Disease Prevention and Management model.

"During my time in the clinical field, I realized the importance of preventing diseases and keeping people healthy rather than focusing solely on healing. Primary healthcare plays a vital role in helping individuals achieve their best state of health and serves as the gateway to the healthcare system." says Jonatan.

His work aims to enhance access to quality care, ensuring individuals receive the support they need at the right time.

Outside of work, Jonatan enjoys hiking and exploring new places, especially scenic trails, breathtaking landscapes, and the tranquility of outdoor adventures.

Anastassiya Khrokova

Executive Coordinator

Anastassiya joined the FLA OHT’s small team of three in early 2021. Since then, she grew with the expanding team and projects. She became a coordinator of all things OHT, often referred to as the “glue” of the team. Anastassiya supports both partners and community members, helping to create a well-greased machine where nothing falls through the cracks.

“I’m so grateful to work on a team where everyone is striving to make a difference and break silos in the system”

Anastassiya initially found her passion in supporting four Palliative projects. The most recent addition to her portfolio was the unique Social Determinants of Health Community of Practice. She co-facilitates meetings and promotes information-sharing among over 60 social services workers, community support workers, and other practitioners who support SDOH-impacted needs for their clients.

Outside of work, Anastassiya enjoys visiting provincial parks, restoring vintage furniture, and occasionally painting sunsets.

FLA OHT Chairs

Dr. David M. C. Walker

Chair, Transitional Leadership Collaborative

Dr. David Walker brings decades of experience in medicine and leadership to the FLA OHT from his career in emergency medicine at Queen's University and Kingston Health Sciences Centre.

Among many roles, he has been the Dean of the Faculty of Health Sciences, Director of Queen’s School of Medicine and CEO of the Southeastern Ontario Academic Medical Organization (SEAMO), and President of the Canadian Association of Emergency Physicians and the College of Physicians and Surgeons of Ontario. He is both a Matthews Fellow in Global Public Policy, in the School of Policy Studies, and a Professor Emeritus (Emergency Medicine). 

The FLA OHT mission resonates with Dr. Walker's belief that in order to care for people’s health, providers and institutions need to knit together in a redesigned system - one where everyone has access to care without obstacles or delays and in which the people themselves play a central and informed role.

Dorothyanne Brown

Co-Chair, Community Council

Dorothyanne brings a unique perspective to her Community Council role and is excited to work with our dynamic team. She is a retired registered nurse, who is a graduate of Queen’s University, the London School of Economics, and the University of London, with a master’s in health policy and a diploma in epidemiology to complement her nursing career. Her wide range of experience evolved from her work in three provinces and three countries, in the domains of public health, hospital nursing, and health care management. 

When forced to retire because of multiple sclerosis, she took her interests to arts and volunteering. Currently Dorothyanne is writer and editor. In February 2024 she released Spit and Polish, her second novel, and the first in a series about nursing student, Ruth Maclean.

Dorothyanne lives in Kingston and spends her non-volunteer time writing, editing, teaching, and cat-wrestling. 

Allan Katz

Co-Chair, Community Council

Allan brings a wide range of health system planning and leadership experience to his role with the Community Council. In the past he held senior leadership roles at Riverside Health Care; the South East Community Care Access Centre; the Health Care Network of Southeastern Ontario; the Deep River and District Hospital; Northeastern Ontario Regional Cancer Centre; and the Muskoka-Parry Sound District Health Councils. He has served on the board of Shared Support Services Southeastern Ontario and Ontario 211 Services.

Currently, Allan runs an independent health system planning consultancy and works with the French Language Health Services Network of Eastern Ontario.  He also works with small and rural health care agencies in the province. He also chairs the Stroke Network of Southeastern Ontario.

Allan lives in Kingston and brings to each role he takes on his own blend of empathy, curiosity, energy and experience.
